A team of dignified persons, sons of the soil and founding leaders of the college, who are educationists and efficient educational administrators with wide knowledge and experience about the existing situation of three levels of education in the country, more especially about quality teacher education and the quality of education. They had dreamed of a college of teacher education at Dakshin Dinajpur district, which they, with active support from Balurghat Educational Promotion and Welfare Trust and a long list of local educationists, leaders and social reformers, rendered into a reality in 2004. The college has already achieved a commendable position and status in India as one of the teacher education institutions of excellence.
Location of the college
The college is located at Balurghat, district headquarter of Dakshin Dinajpur, encircled with educational institutions of different levels and categories and a state university. The college stands with its own splendour and glory sharing the land boundary with National High Way 512 leading to Hili bordering with Bangladesh. The location of the college is characterized by wonderfully natural views. The flora and fauna of Balurghat is a special attraction to all and the mango grove and tall trees in and around the college campus reminds us of the Tagorian design of educational campus at Santiniketan. The flowing Atrayee River speeds up the flow of the students' learning mind. Bharat Sevashram that stands facing the college creates a strong feeling of spiritualism which is the ultimate goal of Indian educational philosophy.
Mission & Vision of the college
The mission behind the college is to impart quality teacher education to prospective as well as in-service teachers not only of the district but of North Bengal as well with the firm aims to educate and train them to play meaningful and effective role in the classroom and to generate quality devoted teachers to give quality education to pupils in the classrooms. The vision of the college founding team is to ensure and provide them quality teacher education and training so as to enable them to produce quality students to achieve quality national education which is essential for national development in all domains. Students are additionally trained to play constructive roles as responsible members of the society as well as dutiful and responsible citizens of India.
Communication facility with the college
Balurghat where the college is located is connected with three-way communication facility. Railway communication, bus communication and water communication on and through the Atrayee River are available to travel to and from Balurghat, though the communication by water has remained temporarily suspended. This place provides easy communication facility with different parts of the country.
Management of the college
The college is managed by a properly constituted trust designated as Balurghat Educational Promotion and Welfare Trust and controlled by the Governing Body formed as per the guidelines of the affiliating university and the norms as laid down by Department of Higher Education, Government of West Bengal. The Trust is constituted by noble-minded philanthropic persons having considerable contributions to various domains of social and national life. The Governing Body consists of successful persons having wide knowledge and experiences about education, law and administration. The formation of the Governing Body is done and as per the regulations of Higher Education Department, Government of West Bengal the members of the Governing Body are represented by persons of different professions as per GB formation norms and rules.
Socio-Economic & Education status of the district
The partition of India in 1947 had adversely affected the district. The major chunk of the district went to East Pakistan now named BANGLADESH leading to the break-down of the social fabric and economic foundation. The influx of refugees had changed the demographic status of the district pushing a big chunk of population into the depth of poverty. In addition to it, a sizeable population of the district belongs to the Scheduled Caste and Scheduled Tribes of different categories and more specifically people of economically weaker classes. The cumulative effect of the realities is the backwardness of the district in national assessment with its rank recorded as 256th among the 540 backward districts in India. Naturally the district is deprived of quality education and education in general. The founding leaders of the college have aimed at quality education for prospective teachers with a view to promoting education among the students of the backward classes and raising the quality of education in the district.

Status of the college
The College is a non-profiting, unaided, self-financed institution of teacher education and training. It is managed and maintained by a welfare Trust with the denomination of Balurghat Educational Promotion and welfare Trust. The College was established on July 7, 2004 and duty recognized by National Council for Teacher Education, Government of India and approved by Department of Higher Education, Government of West Bengal. It was first affiliated to the University of North Bengal. The college was then brought under the affiliating jurisdiction of the University of Gour Banga, Malda in April, 2009. Recognised by NCTE, Affiliated to Baba Saheb Ambedkar Education University (Erstwhile WBUTTEPA) 25/2 & 25/3, Ballygunj Circular Road, Kolkata 700019. The college is now included in the status list under section 2(f) & 12(B) of the UGC Act, 1956.
