Balurghat B.Ed. College is situated in the district town of Dakshin Dinajpur which is a border district and backward region of West Bengal. The area is agro dominated and rural, where economic activity varies with the variation of agricultural production. The reminiscence unfolds the historical facts that the Independence of India, formation of East Pakistan and hence the partition of Bengal caused exodus of huge Hindu population from the then East Pakistan to India. Notwithstanding the loss of valuable property, profitable business and profession, the Hindus left the then East Pakistan and entered India to get settlement. Balurghat being a border town, the growth rate of population rose from five thousand to 50 thousand in the year of Independence.

(iv) That the institution hasconstructed building on the legally valid land possessed by the institution asper provisions of the NCTE Regulations. The construction of the building iscomplete in the form of a permanent structure. There is no temporary structureor asbestoses roofing.

(v) That the institutionundertake that the building of the institution is constructed keeping in viewthe provisions and by-laws of the building construction as per the bureau ofstandards and the same is fully safe and secure to run the teacher trainingcourse. The safeguard against fire hazard has been provided in all 1parts ofthe building. The institution has submitted the building completion certificateas per the prescribed format.

(vi) That in addition to theabove the infrastructural, instructional and other facilities are provided asper the NCTE Regulations, norms, standards and guidelines prescribed from timeto time.

(vii) That admission to theCourse will be made only after recognition is granted by the concerned RegionalCommittee of the NCTE and affiliation is granted by the concerned University /Affiliating body.

(viii) That admission ofstudents, satisfying the eligibility conditions shall be made on merit on thebasis of marks obtained in the qualifying examination and/or in the entranceexamination or any other selection process as per the policy of the StateGovernment/U.T. Administration and the University.

(ix) That there shall bereservation of seats for SC/ST/OBC other categories etc. as per the policy ofState Govt.

(x) That the supporting and otherstaff will be appointed as per the guidelines of the State Govt./theaffiliating University.

(xi) That the institution shallcharge only such fee as prescribed by the affiliating body/State Govt.concerned in accordance with provision of NCTE (guidelines for Regulations oftuition fees and other fees chargeable by unaided teacher educationinstitutions) Regulations, 2002, as amended from time to time and shall notcharge donations, capitation fee etc. from the students.

(xii) That the academic and otherstaff of the institution (including part time staff) shall be paid such salaryas may be prescribed by the concerned State Govt./University from time to timethrough bank.

(xiii) That the Management shalldischarge the statutory obligations relating to provident fund, pension,gratuity etc. in respect of all its employees.

(xiv) That the Management willmake adequate funds available for providing satisfactory facilities and forproper programme implementation.

(xv) That the accounts of theinstitution will be properly maintained and audited annually by the auditauthorities or a Chartered Accountant, and will be open for inspection.

(xvi) That the Management willstrictly follow all conditions and norms prescribed by NCTE from time to time,conduct the programme in all earnestness, and submit itself to inspection bythe NCTE.

(xvii) That the institution shallmake the information or documents available to the NCTE or its authorizedrepresentatives as and when required by them. Failure to produce or show any ofthe required documents, shall be treated as a breach of the conditions of recognition.

(xviii) That the institutionshall maintain records or registers and other documents etc. which areessential for running of an educational institution especially those prescribedin the relevant norms and standards and guidelines or instructions or rulesetc. of the Central or State or Union Territory Governments, affiliating orexamining bodies.

(xix) That the institution shalladhere to the mandatory disclosure in the prescribed format and displayup-to-date information on its Official website.

(xx) In the event ofnon-compliance by the Balurghat B.Ed.College with regard to the norms and standards and any other conditionlaid down/prescribed by the NCTE from time to time, the NCTE or a body or aperson authorized by it will be free to take all necessary measures foreffecting withdrawal of its recognition or permission, without consideration ofany other issue, and that all liabilities arising out of such a withdrawalwould solely be that of the Institution / Management.

(xxi) That the Management willnot cause or allow discontinuation of the Course in any year or for any batch,and that where compelled, it will seek the concurrence of NCTE fordiscontinuation on the completion of the year/batch.

(xxii) The Balurghat B.Ed. College by virtueof the approval given by the NCTE shall not automatically become claimant ofany financial grant or assistance from the Central or state Govt., or supportfrom the NCTE.

(xxiii) That the ManagingCommittee of the institution has been formed as per the guidelines of the StateGovt/affiliating University.

(xxiv) That the Managementundertakes to submit Performance Appraisal Report regular as per provisions ofthe NCTE Act, Rules & Regulations.
